Senators accept the restrictions of debate and amendment common to most approval agreements unanimously, essentially for two overlapping reasons: they facilitate the handling of the Senate`s workload and serve the interests of the various legislators. On the basis of trust and after lengthy negotiations, unanimous approval agreements are the equivalent of “binding contracts” that can only be amended or amended unanimously.
